Found Bugs in WordPress 2.8.6 Editor:

If the current time of day is 1:00, and you change the “Scheduled for” time from whatever it is to 1:00, the status changes to scheduled instead of published.

Also, at the end of the “Scheduled for” line, a zero is missing on the time. For example, it will show 0:15 instead of 00:15.
