I’m unaware of any such reports related to an update. If some users get a 403 response but others can log in just fine, it’s likely due to some sort of security measure unique to your installation. If you have a security plugin, try deactivating it to see if that resolves the issue. If not a plugin, there could be some kind of security measure implemented by your host, such as modSecurity. Contact your host for assistance in allowing all legitimate users to log in.

The chances of an update causing such behaviour are low. If you are sure the block is from a Security plugin, then checking the logs in the security plugin or the server’s firewall against the user’s IP would be better to rule out what might have caused it and how to get it sorted.
