Yes it is, you can paste the follow HTML code from Twitters website (https://twitter.com/about/resources/buttons) to the custom html output box in the settings.

I’m planning on adding a language feature in the next version release and am currently working on it. But if you are in a hurry, you can edit the javascript files and the main (twitget.php) file to your desirable language.
What is MO & PO?

Mo & po files are the files necessary in themes and some plugins to switch between different languages.
