Flat Rate & Postcode Shipping not working together

When a customer adds products to the cart that only have flat rate shipping. The shipping price comes up and is correct.
If they add products with only postcode shipping the cart price comes up and is correct.
However if they order a combination of products that have both flat rate shipping and postcode shipping to the cart they receive the error message “There doesn’t seem to be any available shipping methods. Please double check your address, or contact us if you need any help.”
Is there a setting I should be changing to fix this issue? Currently I can’t have both flat rate shipping and postcode shipping working together.
