Flat Rate option is missing

    I would like to setup flat shipping rate.

    I have created my shipping zones, but here is no plus button in shipping methods column to add shipping method. Also there is no link anywhere for flat rate in the shipping section!! I’m running the latest version of woocommerce!

    Please advice!
