Flash alternative for animated banner

Notice the picture at the top? In some browsers it plays and in others it doesn’t because of all the power-saver features now. Is there an alternative way I can do it…without flash that would achieve the same results?

I realize this might get a bit detailed as far as the code goes so the simplest way possible is best.
