You can probably make a section relative and then position an anchor absolute inside and move it higher on a height of a sticky header.
There’s no universal bullet which fixes all CSS/layout issues.
To get an actual copy-and-paste code which can fix your problem, you’ll need to give your website address so we can check out the code on your website causing the problem and provide you with a fix.

@gappiah Thank you for willing to help! My site is still under construction – not sure how I can share a link. It’s Hestia theme’s sticky header, and when I jump to different sections on the page through table of content links, the sticky header covers the top of the section. Sorry, I know this is hard to solve unless you see the web site, but any advice would be much appreciated!
