FIle list on pages

For a club web site I need a number of pages which give access to files such as one for meeting minutes, another for policy documents etc.
It would be preferable if these could be added easily by somebody with little experience using the dashboard, rather than needing FTP for example.
There seems to be a lot of plugins relating to this type of thing for both pages and posts so after a bit of advice of which is best.
