Not really sure what you are asking, but what I suspect is that the particular online Meta Tag Analyzer tool is not returning a 200 status for whatever reason. So the issue is specifically with that tool and not your website.

General Info: XML-RPC is designed to accept POST Requests and not GET Requests.

Using the Fetch as Google Webmaster Tool I see these results:

    HTTP/1.1 200 OK
    Date: Sat, 07 Sep 2013 17:50:12 GMT
    Server: Apache
    Vary: Accept-Encoding,User-Agent
    Content-Encoding: gzip
    Cache-Control: private, no-cache, no-store, proxy-revalidate, no-transform
    Expires: Mon, 09 Sep 2013 17:50:12 GMT
    Pragma: no-cache
    Content-Length: 60
    Keep-Alive: timeout=5, max=100
    Connection: Keep-Alive
    Content-Type: text/plain

XML-RPC server accepts POST requests only.
