Fees based on Quantity Threshold

Hi Caleb,

Thank you for making this plugin. It works beautifully except for one of my products.

One of my product is sod. It is sold in quantities of 9 sq ft a piece. So if I wanted 81 sq ft, I need 9 pieces. At the moment, my product fees are showing up as $X multiply by 9 pieces.

Is there a way to add functionality to set it up so that I only charge product fees based on quantities of a set amount. For me, I would only charge the product fee once for anything less than or equal to 100 pieces. The minute someone exceeds this, I would charge another product fee for the next 100.

Does this make sense?
