Feature: Switch default locale on the fly

Background
Stella plugin is great but it does not switch locales on the fly therefore my .po contained in my theme do not get parsed.

My fix though not perfect

Changed the lookup_language() function, added two more functions

• set_current_language()
• stella_setlocale()
