Try this formula:
in php: pow(9.95, floor(qty/10))
in javascript: ( 9.95 ** (Math.floor(qty/10)) )

Unfortunately that didn’t work. WooCommerce said this isn’t possible without table rate shipping apparently. :/

You’ll need to use the Table Rate Shipping extension ( https://www.woocommerce.com/products/table-rate-shipping/) to achieve this as @wpriders mentioned.

Thank you so much for the reply! I’m testing out the Free Plugin right now. Can I accomplish what I’m trying to do with this? I see that I can add table rate shipping by weight and price but what about quantity for a product?
Right now everything seems to be working fine besides the adding an additional shipping price if there are more then 10 of that item in the cart.
Its okay if it works like this…
Buy 6 of item A pay $9.95, buy 11 of item A and pay $19.90
Buy 1 of item B and 11 of item A and add another $9.95 to the shipping price.
Total of $29.85

I can’t help with this plugin -https://wordpress.org/plugins/woocommerce-easy-table-rate-shipping/ as I’ve never used it and @wprider’s mention of it is the first time I’ve heard about it.
