Fatal Error after install and login

Dear all,

I installed the wp data on my ftp, ran install.php and now try to log on. I get the following message and can’t continue setup work now:

Fatal error: Cannot instantiate non-existent class: wp_scripts in c:|||||||||||||||||||\wwwroot\blog\wp-includes\functions.wp-scripts.php on line 70

What is wrong here? line 70 in the script is:

$wp_scripts = new WP_Scripts();

What should I do now, please help
