I am completely stumped as well.
I have managed to get back into my site by disabling the hummingbird plugin. I reached out to VaultPress Support who were really helpful- they proposed:

That said, if this is the case, then the next thing I’d do is disable the Hummingbird plugin. You can do this by renaming it’s folder in
/wp-content/plugins/hummingbird-performance to something like “hummingbird-OLD”, or you can completely delete it.-
You can do the above either via FTP or your web host’s control panel. If you’re unsure about how to do either, your host’s support should be able to help.

I did this and it worked. I then tried to reinstall teh Hummingbird plugin- exactly the same issue returned. I can onyl think that there has been a recent update. I have removed Hummingbird for now in the hope that the error will be resolved in due course.

What PHP versions are on your servers? It looks like there’s a known PHP bug on outdated versions of PHP, which might be causing this.

Server: Localhost via UNIX socket
Server type: MySQL
Server connection: SSL is not being used Documentation
Server version: 5.7.27-percona-sure1-log – MySQL Community Server (GPL)
Protocol version: 10

I will reach out to my hosting provider to upgrade the version.
updated PHP interpreter and reinstalled hummingbird plugin. All working fine.
