Experiencing the same issue, message states the form was submitted and Contact Form 7 DB stores the data, but the submission isn’t received in the e-mail associated with the form.
Though the plugin successfully sends millions of emails every day, there are a host of issues that can stop or delay emails on both the sending and receiving ends. It depends entirely on your local Server & WordPress configuration. You will need to investigate this issue for your particular local configuration.

I am having the exact same problem. The form was working fine, however I kept needing to test it, and now it says the form won’t send, however when I check the messages via Flamingo, the messages have been received just fine…
How can I prevent the user seeing that error message, when in fact, there is no error at all?
I’ve had the same problem on all my WordPress sites. I was using Akismet with CF7 to prevent spam. I tried everything to fix this problem and eventually removing the Akismet shortcodes from CF7 solved the problem.
You can also try updating CF7 to the latest version.

Your problem – despite any similarity in symptoms – is likely to be completely different.
My problem was related to a maxed mail quota from my server. Problem fixed.
