Expanding Navigation Bar for tabs

I am not able to increase the height of a .png that is used for the navigation bar to allow it to be tall enough to accomodate a second row of page tabs.

I have doubled the height size of the image in Piknik and then uploaded the new .jpg and replaced the navhover.png…but it’s not working for me.
