Iam trying to exclude a page using its page id and it doesn’t work. the post slug is in hebrew so when i use the slug to exclude it doesn’t work either

Not the ID od a post is the key, you must use the url, after the root domain.
Example: http://www.domain.com/my_test_page/
use as exclude key my_test_page
