You can use the CSS Class & ID option for this.

Please navigate to the Smush > Lazy Load > Include/Exclude > Class & ID use: .wp-image-4148
This class seems to be the unique class for this image and will avoid excluding any other image.

However, in case you update the image, it will require updating the class too.
I suggest contacting the theme provider and suggest an ID for this image section that wouldn’t update if you replace the image.
