Exclude 2+ categories

Hi everyone, I am having a terrible time trying to EXCLUDE 2 categories from our main employee listing. I have sent up the categories, and it was working previously. The code I entered is as follows:

I know the issue is with the 22,18 – only one of these categories is omitted from the page, but cat 18 is still appearing. I hoped someone had an answer to how to fix this code because I can’t get it to work for the life of me.
