How and where are the settings to automatically schedule optimization? And, once the plugin is installed and activated and I have ‘bulk optimized’ my entire media library, is it necessary to schedule optimization — why?

Scheduled optimization is for images OUTSIDE the media library, like your theme, or other plugins that don’t do things the “right way”, as discussed in the tutorials on the Installation page: https://wordpress.org/plugins/ewww-image-optimizer/installation/

Most images will be auto-optimized on upload, but if you do need scheduled optimization, it’s on the Advanced settings section (also discussed in the video).
