Event manager

I am working on a conference website for the first time. So want to integrate an event management system where
1. The user will be able to register themselves
2. go to payments page and upon successful payment, they will get the registration ticket in pdf version.
3. The admin/event coordinator will be able to get the list of attendees with status plus the registration ticket in pdf version.
I am very low on budget so can i get these features in a very free version?
