error while installing or uploading

Hi, when I try to install,upgrade i get this message:

‘Download failed. Destination directory for file streaming does not exist or is not writable’.

I tried about everething. Permissions are correct, made a temp folder and changed the wp-config.php,enz..

Is there anyone who has another solution because i always keep ending up with the same searchresults.
