Try re-uploading the wp-includes and wp-admin folders.

I have some plugins that I installed. Would I have to reinstall those?

Ok, I just re-uploaded the folders, and no change.
Try re-uploading all files in the root WordPress directory – taking care not to overwrite your wp-config.php or .htaccess files. Use a freshly downloaded copy of WP, if possible.

Its still the same error.
What version of WP are you running?
If there was a damaged file, then the new uploads should have sorted that. I’ve not seen a plugin cause anything like this before but I suppose there’s no harm in ftp’ing into your site and renaming the wp-content/plugins folder. Just in case…
And while you’re in there, rename your current theme folder.
