Please elaborate, where are you trying to upload that file.

Sometimes its specific hosting companies disallowing use of specific extensions to enhance the security of their server.

I dont know why are you trying to upload a csv file, but presuming you would require it to link it later to your site/s

Try uploading it in a zip format after compressing it using winrar or winzip
