Looks like this could be an issue with your host or cpanel. sapp-wp-signon.php is used by softaculous which is a script installer most hosts use to help users install wordpress and other web based software packages. I’d advise contacting your hosting provider for assistance if you can’t access your wp-admin using the default login path wp-login.php
