error messages with adding images

I’m trying to add images to my posts and pages…..

Attempt to upload using Browser Uploader getting the file from my computer, I click the upload button and nothing happens.

Attempt to upload from my computer using the Flash Uploader, I get the following message :Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 8688 bytes) in /home/skipt121/public_html/wp-includes/media.php on line 254

Interestingly, when I do the above, it shows up in my Media Library and Gallery. When I attempt to upload from either of those locations, this is the message I get: You don’t have permission to access /wp-admin/media-upload.php on this server. Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request. Apache Server at skipthesalt.com Port 80

Suggestions on how to fix this problem?
