Error establishing a database connection

I have just downloaded wordpress and setup a database and user and filled in the required information in wd-config.php as instructed. However when I try go to install.php I get an error about establishing a database connection. I am sure that I have the correct username and password, that I have typed the correct hostname and that the database server is running. I think it has to do with how the password is hashed but have no idea how to fix it. I am running this on localhost with php 7.1.23 and MySQL 8.0.17.
