How can I make it so that these categories are equally spaced in the area that they lie in?

I want to make them equidistant from each other and have the first and last element on the edge of the div. I also want it to scale when the screen width gets smaller.

For these types of changes, you might want to look into theme development. A good place to start for that is by creating a child theme: https://developer.wordpress.org/themes/advanced-topics/child-themes/
