Empty Add media & Stalled Uploads in Posts

With the 5.4 update, when trying to upload new images from the edit post view, using the “add media” button (classic editor) the screen is blank.
When dragging and dropping images into the media library they stall and do not upload.
The media section works fine, the issue is when editing a post only.
