Thanks for your inquiry.
I am sorry but our email verification is designed this way. For now we don’t have possibility of verifying the email before submitting the form.
But you can go forward and add this feature in our Submit Your Idea section. we periodically pass through this list and add user required features.

This submission describes a desired change in the category “Email to User” of section “Email options” of the Form Options screen.
This section should contain an option with a name of “Send immediately” or “Verification required”, or similar. It should be displayed as a boolean value.
Expected behaviour:
Depending on the wording of the option, the message addressed to the email address used as “Email to send submissions to” (category “Email to Administrator”) should either be
– sent immediately (original behaviour) or
– sent within a reasonable timeframe after the email verification process succeeded (added or modified behaviour).
Assuming the option is labeled “Verification required” and enabled, everytime a submission is being triggered by a user,
– the process should be cancelled, if the user already has sent a submission, which has not yet been verified for the used form.
– add the email to a list instead of sending it immediately.
– periodically check every email in this list for their verification status and send them only if the verification has succeeded.
– periodically delete items from the queue if their verifaction link expired.
Assuming otherwise, the default behaviour may be maintained.
