The first thing I can think of is to check the user’s spam folder and make sure the email is not being blocked. If that doesn’t help, please let us know.

I have the same issue, nothing is in the spam folder.

Under settings > mail settings, make sure that the appropriate subject and body tags are filled in. If they are left blank, the email will not be sent.
I have the same problem.
When an user upload a file, the admin and the user get an email.
However when is the admin who transfers a file to a user, this user never gets an email notification.
Please make sure you fill out all emails in the email settings

all email filled out nicely (with text, titel etc)
– if ADMIN adds a file to user “xxx” (via admin menu), ADMIN will get an email
– user xxx does not get an email at all
checked with different email adresses (yahoo, gmail), spam folder checked.
