Please kindly bear in mind that the error message you shared is coming from your email hosting provider and not WP Mail SMTP.
It indicates that they have blocked messages going to qq.com from your server.
To fix this, please contact your email hosting provider and they’ll be able to advise why they have placed this restriction on your account/server.
If you are still experiencing this issue and they are unable to resolve it, you may want to consider using one of our other transactional mailers. Please see the complete list here:

Allow me to address your updates in turn:
1) yes，I want to lift the restriction. My independent website cannot receive feedback from customers.
There appears to have been a misunderstanding, as we have already allowed your boyicnc.com domain to send and receive email messages to qq.com, as requested.
2) But I still haven't solved the problem, I just tested it again.

I was unable to replicate the reported issue, as I used the Email Test option of the WP Mail SMTP plugin and was able to successfully send a test email message to 642787434@qq.com. Here are the related email log entries:

Thank you for your prompt reply, it saved me a lot of anxiety. But my problem is still not solved, and I still haven’t received any emails from the website in my mailbox.
