Elections through buddypress???

I’m trying to figure out a way of running an election system through buddypress. Criteria being.

1+ Only registered users can vote.
2+ Each user can only vote once.
3+ Needs to be able to vote in multiple categories.

Any ideas?
It doesn’t have to be through buddypress necesarily but the main issue is being able to control the registered users to avoid duplicate voting. I’m kind of stuck haven’t found any suitable plugins.
