    Cache policy is regarding Browser Caching values and Browser Caching is something that is handled by your server, and what Hummingbird browser caching does is apply the server rules to set the cache expiry to 1 year, which is what is suggested by Google.

    However, the files shown on your report are linking to the external server and the caching values for those files are set on the server where they are located.
    I’m afraid that you can’t control caching values for files that are not loaded from your server.

    You can get in touch with theme or plugin developers that are using these files and see with them if the caching values can be set to 1 year from their end.
