Effects not working on anchor link scroll

I have a transparent header that changes to solid on scroll. Everything works great, but when I link to an anchor on a page, such as site.com/page#anchor, then the page loads at the anchor but with the transparent header still active.

Is there any way to have the header effects become auto-activated when a page loads at an anchor?
