Editor cannot activate new subscribers?

I send to a customer (role: editor) the email for the approval of the new registered user (subscriber).

By clicking on the activation link, the editor is unfortunately redirected to the home page.

in the ultimate member user roles I checked correctly “Can edit other member accounts” selecting subscribers.

If I click on the same activation link logged as an administrator, the profile of the new subscriber is instead displayed correctly.

How can make editor able to approve new subscribers???
