Duplicator not working on Host servers.

I’m having to use this hosting company because they are donating space to to the organization I’m doing the website for.
When I run Duplicator it starts out normally but quits instead of finishing up. I brought this to the attention of the host company and they looked into the matter. this is their reply.
We ran the diagnostic provided within the Duplicator settings, and it gave us back the message that Shell Exec is disabled. This is done on purpose, on our shared servers, as it is a pretty big security hole. If Duplicator requires Shell Exec to be enabled, then it will not be able to be run in our shared server environment. You would have control over this if you had a VPS or dedicated server environment, though we would still recommend against using a WordPress plugin that required Shell Exec.
I’m using the latest version of Duplicator. Is there a way to make Duplicator to work without Shell Exec? when I run the scan there is nothing that pops up that says it won’t work, in fact I get the same results as my Bluehost account where it does work.
