This usually happens when an order with the same invoice ID has already been processed, and your PayPal account is set to require unique invoice IDs for each transaction.
WooCommerce normally generates a unique order number that’s used as the invoice ID, but this can sometimes be affected by custom code, third-party plugins, or if a retry attempts to reuse the same order ID.
Could you please confirm if you’re using any third-party code or plugins that modify order numbers or invoice IDs?

I tried to access the link you provided, but it appears to be password-protected. Could you please remove the password protection so we can access the report?
Also, could you please deactivate all plugins except for WooCommerce and PayPal, then try placing a test order to see if the issue still occurs?
