Furthermore I found the trouble, but i don’t know how to fix it. The bug only happens when a plugin called “SEO yoast” is activated. Its a really important plugin, I can’t disable it.
Curious if it happens possibly if buttons get clicked multiple times during submission as well.
I’m having issue recreating. I have WordPress SEO installed and activated, but I’m only ever getting only 1 email upon approval or denial of a nomination. Tested with both the frontend and the backend.

I found the trouble, sorry for wasting ur time…
I dont’t know why when i activated SEO plugin it duplicate a type of badge (general group), i deleted it manually at its works perfectly now.
