Dropdown panel above header from toolbar link

Hi,

How would you create an admin toolbar link that will drop down a new panel when clicked, just above the header area, it would push the header area down when the link in the toolbar is clicked. The menu item would act as open/close for the panel.

I’d like to add a shortcode or plugin in the panel for a live chat.
