Download/Upload Manager

I’m looking for a plug-in that will allow registered users to upload and download file maybe even to certain folders. But also I need the ability to track which users did the upload and track the users that downloaded the file. I have done a lot of searching but haven’t found exactly what I’m looking for. Simple Download Manager seems like it does the download but I do not want a Admin to have to manage the uploads.
