Don’t Understand “featured category”

I don’t quite understand those title bars that appear by default saying “Featured Category”. Can I change them individually? Also, how can I make the featured articles static? Is there actually a way of choosing what goes where, or is it always randomly generated? I ask because I obviously need to feature the current articles.

I’m using the Music Revolution theme, and here you can see what I mean.
