this idea is silly, but can you please go to Dashboard->Plugins->Installed Plugins and look for the Contact Form 7 plugin’s entry. Please confirm that this has three buttons (Settings, Deactivate, & Edit)?

when i extract plugin in plugins folder then many files should be skiped due to unexpected error. even i couldn’t find any plugin which i searched from my dashboard. When i serach plugin then shown this message “An unexpected error occurred. Something may be wrong with WordPress.org or this server’s configuration.”
Now how can i fixed that problem ?

do you know if you have a proxy in play on this server?
from the server, what address is resolved when you ping wordpress.org and api.wordpress.org?
currently in your plugins folder does it have a folder named contact-form-7, it should look like:
{wp-docroot}/wp-content/plugins/contact-form-7
