I tested this on http://demo.wp-events-plugin.com/submit-your-event/ by setting the event as a weekly recurring one and filling in something to all the fields except left all the weekday checkboxes unchecked. The event submission was accepted, just as in our test site. It should not have been accepted.
On the EM demo site the test submissions aren’t shown to users, so can’t comment on that part. On our test site we got a normal event submission message as if everything was successful, including a link to view the new edit as is defined in our settings for the success message. After clicking that URL, eg. /events-recurring/test-event123/, got a 404 Not Found error message.
this works for me however am going to check the demo site for this issue.

Step-by-step on demo site http://demo.wp-events-plugin.com/submit-your-event/. This is a complete list of changes to the default values. What’s not listed here was not changed (so none of the weekdays were checked):
1. Name: A
2. Email: a@a.a
3. Event Name: A
4. This is a recurring event: checked
5. Recurrences span from: 01/10/2013
6. to 31/10/2013
7. This event repeats: Weekly
8. This event does not have a physical location: checked
9. Submit Event
Result:
You have successfully submitted your event, which will be published pending approval.
