I tested the donations plugin, I sent 1.00 from my PayPal account, there is no notification or any activity from my PayPal account to show that I donated and the donation is pending on the website. But the funds have been deducted from my bank account.

Please make sure that you have configured your PayPal IPN so that your website can be notified by PayPal when a transaction is complete: https://wpplugin.org/documentation/setting-up-ipn-notifications-on-paypal/

Do I need to convert the paypal account into a business account?

I don’t believe you need a business account to set up a PayPal IPN.
