Does this plugin scroll smoothly when using the mouse?

    I already have smooth scrolling with anchor links/scroll to ID with my WordPress theme. I’m just looking for a plugin that allows my one page site to scroll smoothly when scrolling with the mouse. Wondering if this plugin does that.
