If the form is a “POST” then the plugin will check the user. If filling out the form is a requirement of uploading the file then the user can’t do it. I don’t check the contents of file uploads.

The plugin will definitely stop a lot of spammers who submit forms.

The form isn’t a post, but an actual form for which I’m using a forms plugin. OK, so this means I have to disable Stop Spammers so that legitimate users can upload files when they fill out their forms. I’ll just delete the spam registrations one by one manually.

Thanks anyway for the great plugin, hope I can use it on some other site.

If the users are registered and logged in, the plugin disables itself for logged in users. Perhaps you could let the users register first. Legit users should be able to do it. Even if they are blocked they will see the second chance captcha screen and still register. Then they can upload the files once they are logged in.
