does not use weight when counting delivery fee

Hi!
I need to count delivery fee taking into account price and weight. I have set 4 rules in shipping rates where two of them applies to money and 2 of them applies to weight.
Money rules are working but not the weight rules.
my rules are:

Condition [?] weight
Min [?] 0
Max [?] 1.99
Cost [?] 39

Condition [?] weight
Min [?] 2
Max [?] 199
Cost [?] 63.2

What I am missing?
