Display Widget for Specific Blog Pages

I manage a site that is for a magazine, which publishes a new journal every year. The home page is a blog page that lists introductions to blog posts for that issue (summer 2015).

I want the table of contents widget to appear only when the summer 2015 blog posts are listed (when someone first goes to the site AND if someone uses the ‘past issues’ drop down menu and chooses ‘Summer 2015.’) If someone chooses something else from the ‘past issues’ drop down menu, I want the table of contents to disappear.

What logic code would help me accomplish this?
