For Discount Codes option you need to create at least one active discount code on your website.
Please navigate to Plugin > Discount Codes menu. create one discount code and activate it.
Now you can see “Discount Codes” option at checkout page.

We do have 5 discount coupon code is active still we can not see the option to enter the discount code.

also, I used [download_checkout_loginrequired] shortcode on the checkout page.
basically, I wanted to know there is an option to enable disable discount code input box on the front end?

Sorry but your file link is private not public so I can not view it.
One more thing [download_checkout_loginrequired] is not the actual shortcode of EDD. It looks like that it of any third party plugin.
Can you please add the actual shortcode of plugin [download_checkout], remove the old shortcode and check the output?

I have live site set up in my local machine I changed the code [download_checkout_loginrequired] replaced with [download_checkout] but I can’t see any change on the checkout page

Which theme are you using?
One more thing, Please go to your current theme and see is there any folder ‘edd_templates’? If you are using a child theme then please look into it also.

Can you please tell me what is the name of that file?
One more thing if you have customized the plugin with some code then please verify that you have not removed this action hook of EDD. edd_checkout_form_top
Also please check that it is not hide via any CSS selector.
